Raymond Partridge serves as a Program Manager in the VDOT Office of Public-Private Partnerships.
He works on all aspects of program and policy development, evaluation and procurement of design-build and public-private transportation projects in the Commonwealth of Virginia. He has been integrally involved in the $2.1 billion dollar Midtown/Downtown Tunnel/MLK Extension P3 project, statewide Traffic Operations Centers, the $3.3 Hampton Roads Bridge-Tunnel, and the coal synergy project – Coalfields Expressway. Raymond is currently working on development of the Strategic Contract Management system to automate P3 contract management and oversight statewide.
Raymond has over 32 years of experience including project and program management, construction management, quality assurance and quality control, cost estimating, risk management, and contract development, procurement and administration, spanning more than 28 years in heavy industrial and transportation projects, in both the public and private sectors.
He received his Bachelor’s degree in Civil Engineering from San Jose State University and a Master’s degree in Transportation, Policy Operations and Logistics at George Mason University.
