Spencer Townsend serves as a Program Manager in VDOT’s Office of Public-Private Partnerships. He is responsible for managing programs and policy related to identification, assessment, procurement and implementation of P3 projects in Virginia. Most recently he brought the approximately $500M I-395 HOT Lanes project to commercial and financial close with private sector partners Transurban. He is currently managing the development of the Fred-Ex project, an addition to the original I-95 HOT Lanes project.
Spencer has over 20 years experience working in the private and public sector focusing on project and program management for infrastructure development and maintenance in the transportation and waste management business sectors.
He holds a national diploma in Civil Engineering from the Durban University of Technology in South Africa.
