Jacqueline H. Cromwell is responsible for Business Development and Communications in the VDOT Office of Public-Private Partnerships.
In this role, she oversees programmatic and policy issues, documentation related to statewide identification, screening, and development of public-private projects in Virginia. She is also responsible for the communications program, including the office website, social media, and additional one-on-one engagement with the public, private sector industry and elected officials. In addition, she manages on-call consultant procurement and contract administration for the office.
Jackie has over 27 year’s progressive experience in the transportation sector, with expertise in all aspects of regulatory compliance with transportation and environmental federal/state regulations. She served as the statewide environmental subject matter expert for eight years for both VDOT’s Design-Build and Public-Private Partnership projects.
She led the Environmental and Right-of-Way/Utilities group for the Midtown/Downtown Tunnel P3 project ($2.1B), was integrally involved in 495 Express Lanes ($2B), 95 Express Lanes ($923M), Route 58, Route 28, and Coalfield Expressway, as well as numerous Design-Build projects. She continues to provide subject matter expertise for P3 projects in the area of environmental regulations/requirements for P3 contracts and technical requirements.
She holds a Bachelor’s degree in Anthropology from Ohio University and a Master’s degree in Anthropology from The College of William and Mary.
