Mr. Faizan Habib serves as a Program Manager in VDOT’s Office of Public-Private Partnerships and focuses on project procurement, design, finance and technical feasibility analysis, and implementation.
Since joining the P3 Office, Mr. Habib is integrally involved in leading financial oversight for all P3 projects. He is also part of the team developing the Strategic Contract Management system to facilitate life cycle oversight of Virginia’s $15 billion in P3 projects.
Mr. Habib leads the financial team performing financial capability evaluations for the Hampton Roads Bridge-Tunnel Project, the largest project in state history, valued over $3.6 billion. He also served as team lead for developing traffic and revenue studies, project funding sources and options, and economic impact study.
Prior to joining the P3 Office, Mr. Habib was the regional practice manager for a public finance consulting firm. As a lead project manager, his focus was business development, strategic planning, asset management, debt allocation, budgeting, restructuring, project management, valuation, and economic and fiscal impact studies. In this role, he was involved in multi-billion-dollar public infrastructure deals and was also responsible for overseeing $500 million in infrastructure debt issued through various non-profit entities in the Commonwealth.
Mr. Habib holds an undergraduate degree in Business Administration with a concentration in Finance from University of Baltimore where he was also a member of the Finance Society.
