Ms. Marguerite Lucila is responsible for all aspects of screening, development, procurement and implementation of the Virginia Department of Transportation’s P3 projects in the Commonwealth.
At present, Ms. Lucila is responsible for the procurement of largest project in the Hampton Roads area, the $3.3B I-64 Hampton Roads Bridge-Tunnel Expansion design-build Project. The Comprehensive Agreement for the HRBT Project is anticipated in spring of 2019 and the Project completion date is November 2025.
Ms. Lucila’s particular expertise is in contract management and implementation of public-private partnership projects in the rail industry. Prior to joining VDOT, she oversaw the turn-over of operations to the private sector partner under an award for the operation, maintenance, and extension of a 30-year-old light rail line. She also managed a multi-line/multi-operator transition from a decommissioned magnetic ticketing system to contactless fare collection in the Philippines.
Ms. Lucila holds a Juris Doctor from Ateneo de Manila University in the Philippines and is licensed to practice in New York and the Philippines.
