Mrs. Feleshia Ballou Thornton is responsible for all aspects of screening, development, procurement and implementation of the Virginia Department of Transportation’s P3 projects in the Commonwealth.
In this role, she is concentrating on the initiation and development of technology-focused public-private partnerships that will benefit VDOT and the Commonwealth. She is leading the Fiber Optic Opportunities Initiative and is lending her PMO expertise in risk management, agile scrum and ITIL to continually increase P3 office interaction models and process maturity. She previously served as program manager for the IT Infrastructure Services Program at VITA.
Mrs. Thornton has a technical background with over 12 years of experience in the private sector, with expertise in organizing and delivering complex IT initiatives for PepsiCo, Frito Lay, and Capital One. She also supported the federal government’s Department of Defense by setting up robust risk management programs across the Marine Corps Systems Command in Quantico, Virginia. Feleshia was key in transforming the Capital One commercial bank organization to an agile delivery methodology.
Mrs. Thornton is PMP, RMP, CSM and ITIL certified and holds a Bachelor’s of Science degree in Engineering from Virginia State University.
